People checking plansThe management of the road network in NSW is shared between the State Government (through the Roads and Traffic Authority) and Local Government (through local councils). A three tier hierarchy is in place with the RTA managing State roads and councils being responsible for Regional and local roads.

The details of the working arrangements have previously been set out in the manual “RTA arrangements with councils for road management”, commonly referred to as the Yellow Book. This website replaces that manual and provides more comprehensive information for local government and the RTA to assist in the management of the NSW road network.
